After the downloaded information was imported into QuickBooks, the state changed the download files. Each changed rate now has an indication of when it went effective, such as "eff 4/09." This makes it a new rate in QuickBooks and does not replace the old rate. We recommend that you either delete or make inactive each of the previous tax rates as the State of Washington had changed the names.

This is tedious, but it makes sure you don't accidentally use an old sales tax rate, such as an old rate that as assigned as the default for particular customers.
